Free CLE - Unemployment Compensation Basics: Law, Procedure, and Practical Tips
This Pennsylvania CLE offers a practical overview of Unemployment Compensation law and practice, with a focus on representing workers and claimants. The session walks through the basics of UC eligibility, common separation issues, and what to expect procedurally—from filing a claim through appeals and hearings before the Referee.
Attendees will gain a practical understanding of key eligibility concepts such as willful misconduct, voluntary quit, and availability for work, as well as burden of proof and evidentiary considerations unique to UC proceedings. The program also offers practical tips for preparing cases, presenting evidence, examining witnesses, and preserving issues for appeal, drawing on real‑world hearing experience.
This session is designed for attorneys new to unemployment compensation practice, as well as experienced practitioners seeking a refresher on UC fundamentals and practical strategies for success. The goal is to help advocates feel comfortable navigating the UC system and advocating effectively for clients.

Scott L. Williams, Esq.—Managing Attorney—NPLS Bethlehem Office
Managing Attorney for the Bethlehem Office, Scott L. Williams has been an attorney at NPLS for more than 15 years, beginning his career as an MLK Jr. Fellow in a project supported by the Pennsylvania Legal Aid Network (PLAN). Mr. Williams has represented thousands of clients in court, administrative proceedings, and through negotiation, brief service, and advice. He has served as the Facilitator for the NPLS Employment Law group, and provides training and outreach on barriers to employment both locally and across the state. A graduate of Amherst College and Rutgers School of Law, Scott has more than 30 years of legal experience and is a mentor to housing advocates.
John M. Hurtt, Esq.—Deputy Director for Legal Advocacy—NPLS Pittston Office
John Hurtt began working for North Penn Legal Services in 1990. He first began as a judicare attorney, then worked as a contract attorney before accepting a full-time staff attorney position in 2000. During his tenure at North Penn, he has held positions as the Compliance Manager for the Pittston Office, the Managing Attorney for the Pittston Office, and most recently Deputy Director for Legal Advocacy for the program. John is a graduate of the University of Scranton as well as the Dayton University School of Law. He is currently based in our Pittston Office.
